JOHANNESBURG — Suspended senior police officer Lieutenant-General Shadrack Sibiya is facing further scrutiny following recommendations arising from the Madlanga Commission of Inquiry into allegations of corruption and criminality within South Africa’s law-enforcement structures.
Sibiya, who served as Deputy National Commissioner for Crime Detection, appeared before the commission and faced questions about several matters, including the disbandment of the KwaZulu-Natal Political Killings Task Team and his alleged interactions with businessman Vusimusi “Cat” Matlala.
The commission also heard allegations concerning possible financial and other links between Sibiya and Matlala. Sibiya has denied allegations of wrongdoing and disputed claims made against him during proceedings.
The Presidency later confirmed that the commission had recommended disciplinary action and further investigation into possible criminal conduct involving Sibiya and other senior figures.
The recommendations do not amount to a criminal conviction. Any criminal liability would have to be determined through the appropriate investigative and judicial processes.
The developments come amid broader scrutiny of alleged corruption, political interference and criminal infiltration within South Africa’s policing structures.
Sibiya has previously maintained that allegations against him were unfounded and that criminal cases had been used in attempts to undermine him.
Further investigations and disciplinary processes are expected to determine whether there is sufficient evidence to support any criminal charges or other action.
